  How to register: send the duly completed and signed form along with a copy of the valid Certificate of Exemption by post to the "Consumption Voucher Scheme Secretariat at GPO P.O. Box 185000, Hong Kong". It is not necessary to affix stamps on the envelope if posted in Hong Kong.
