New Round of Consumption Voucher Scheme ("CVS")

Phase I: $5,000 Consumption Voucher Will First be Disbursed to People who have Successfully Registered under the Last Round of CVS

The 2022-23 Budget announced the implementation of a new round of CVS under which consumption vouchers with a total value of $10,000 will be disbursed to each eligible person. In Phase I, $5,000 consumption voucher will first be disbursed on 7 April to eligible people using the registration information of the 2021 CVS. Eligible people will receive the remaining value disbursed by instalments in Phase II.

Procedure and Timetable

In general, people who have successfully registered under the 2021 CVS will receive the vouchers directly through their registered stored value facility ("SVF") accounts on 7 April 2022. The relevant people will receive SMS notifications or mobile app push notifications on the disbursement day. There is no need to re-register.

People Who Collected the Consumption Vouchers of the 2021 CVS via AlipayHK, Tap & Go or WeChat Pay HK

The relevant people will receive a consumption voucher of $5,000 through the SVF account registered under the 2021 CVS. The vouchers will be valid until 31 October 2022.

People Who Collected the Consumption Vouchers of the 2021 CVS via Octopus

The relevant people can collect the first consumption voucher of $4,000 after the disbursement on 7 April by tapping their Octopus cards registered under the 2021 CVS. If the cumulative total "eligible spending" (click here) has reached $4,000 by the specified date, people can collect the second consumption voucher of $1,000 by tapping their Octopus cards on the 16th of the following month after they have reached the target. People can start collecting the second $1,000 voucher as early as 16 June and as late as 16 November. Details are as follows:

16 October 2022 (provided that the cumulative total 'eligible spending' has reached $4,000 between 7 April and 30 September 2022); or

16 November 2022 (provided that the cumulative total 'eligible spending' has reached $4,000 between 7 April and 31 October 2022).

Since Octopus card is subject to a stored value limit (currently $3,000 in general), depending on the amount of stored value in the Octopus card, people can tap their card several times to collect the disbursed voucher through the designated channels (click here) by the collection deadline (31 December 2022).

The disbursement, collection (only applicable to Octopus card) and usage as well as the coverage of the vouchers are the same as the arrangements under the 2021 CVS. People can visit the relevant webpage (click here) for the necessary information.

Checking records of disbursement, collection and usage of consumption vouchers

People may continue to check their records of disbursement, collection and usage of consumption vouchers by the means provided by the four SVF operators under 2021 CVS. For details, please click here.

For people who choose to receive consumption vouchers through Octopus cards, they may now also check their relevant records under Phase I of the new round of CVS, including the cumulative total "eligible spending", the value of consumption voucher(s) collected, the value of consumption voucher(s) yet to be collected, the deadline for collecting consumption voucher(s), etc. at the Octopus Service Points (click here for the locations of Octopus Service Points).

Handling of Invalidated or Lost SVF Accounts

If people have already removed the mobile app or cancelled the e-accounts of the SVF used for collecting the last round of consumption vouchers, they can try to reinstall the relevant mobile app or reactivate their old account. People may obtain the relevant information from the SVFs by clicking the hyperlinks below or calling the operators:

If an eligible person has confirmed that the SVF account registered under the 2021 CVS has become invalid (including that the 2021 CVS-registered Octopus card has been lost/refunded) but is not able to successfully amend his/her registration data before the deadline for receiving the consumption vouchers under Phase I of the new round of CVS on 7 April , he/she should amend his/her SVF account registration record as soon as possible through the following channels:

Paper Form

People can call the CVS Hotline at 185000 to obtain the "Application Form for Amendment of Registration Information" by post, email or fax, and send the completed and signed form, together with a copy of your Hong Kong Identity Card, to the "Consumption Voucher Scheme Secretariat, GPO P.O. Box 185000, Hong Kong" by post. No postage stamp is required if posted in Hong Kong (postage will be paid by the Government).

Octopus Card Relink Portal

If people have lost their Octopus card registered under the 2021 CVS or their relevant Octopus card has become malfunctioned, they can amend their registration record through the designated website (click here) in order to use another Octopus card to collect the vouchers disbursed under Phase I of the new round of CVS. The old Octopus card will be invalidated.

Please note that people must use the same SVF registered under the 2021 CVS to receive the relevant vouchers under the new round of CVS (Phase I). Change of SVF is not allowed in Phase I. The same SVF account cannot be used for registration by more than one registrant for receiving consumption vouchers.

Eligible people who receive consumption vouchers through AlipayHK, Tap & Go or WeChat Pay HK will generally receive the consumption vouchers through their newly registered SVF accounts within 14 days after successfully updating their account information. Eligible people who receive consumption vouchers through Octopus will normally receive the consumption vouchers within one month after they have successfully updated their account information. They can tap their cards to collect the disbursed voucher on or before 31 December 2022. They will be notified by SMS or mobile app push notification on the day they receive the vouchers.
