Not Using the iAM Smart App

(The following procedures are only applicable to existing registrants who were disbursed with the 1st-instalment voucher on 16 April)

(Unless otherwise specified, "Consumption Voucher Scheme" or "the Scheme" on this page refers to the 2023 Consumption Voucher Scheme 2nd Instalment.)

  1. Click here to enter the electronic registration portal;
  2. Read "Guidance Notes" and "Declaration and Undertaking of Registrant" and tick the relevant box to indicate acceptance of the terms;
  3. Input Hong Kong identity card number and date of issue;
  4. Answer the following security questions related to the Consumption Voucher Scheme registration record for identity authentication after pre-checking [Note 1]:
    1. the last four digits of the telephone number used for registration under the 2022 Consumption Voucher Scheme;
    2. the Stored Value Facility ("SVF") used for receiving the 1st-instalment voucher under the 2023 Consumption Voucher Scheme; and
    3. the related number of the SVF account.
    (If you fail to answer the security questions related to the SVF used for identity authentication, please tick the relevant box. The system will then jump to steps 10 to 16);
  5. The system will display the registrant's information relating to the 2022 Consumption Voucher Scheme [Note 2]. The registrant may amend the following information if needed:
    1. English Name;
    2. Chinese Name (Optional);
    3. the SMS-enabled local mobile phone number [Note 3]; and
    4. the SVF for receiving the 2nd-instalment voucher and the related number [Note 4];
  6. Make a declaration in relation to the registrant's eligibility;
  7. If the system displays a message stating that the registrant has submitted a valid claim request under the Mandatory Provident Fund ("MPF") legislation for early withdrawal of his/her MPF or benefits under MPF exempted Occupational Retirement Schemes before reaching the age of 65 on the ground of "permanent departure from Hong Kong", but the registrant considers himself/herself still satisfying the requirement of "not having permanently departed from Hong Kong nor having such intention" under the 2023 Consumption Voucher Scheme 2nd Instalment, he/she will need to upload supporting documents after making the relevant declaration [Note 5];
  8. Click "Confirm" to submit the amendment application. An on-screen notification will be displayed to acknowledge receipt of the application and provide a reference number for future enquiry;
  9. Click "Save" or "Print" to retain a copy of the registration information and reference number.
  10. (The following procedures are only applicable to existing registrants who fail to authenticate their identity by answering security questions related to the SVF used)
  11. The system will display the telephone number the registrant used for registration under the 2022 Consumption Voucher Scheme. The registrant may amend it if needed;
  12. The system will display an electronic form for the registrant to input the following information:
    1. English Name;
    2. Chinese Name (Optional); and
    3. the SVF for receiving the 2nd-instalment voucher and the related number [Note 4];
  13. Make a declaration in relation to the registrant's eligibility;
  14. Read the "Declaration and Undertaking of Not Having Permanently Departed from Hong Kong Nor Having Such Intention" and tick the relevant box. If the registrant declares that he/she has submitted a valid claim request under the Mandatory Provident Fund ("MPF") legislation for early withdrawal of his/her MPF or benefits under MPF exempted Occupational Retirement Schemes before reaching the age of 65 on the ground of "permanent departure from Hong Kong", but considers himself/herself still satisfying the requirement of "not having permanently departed from Hong Kong nor having such intention" under the 2023 Consumption Voucher Scheme 2nd Instalment, he/she will need to upload supporting documents [Note 5] after making the relevant declaration;
  15. Upload a copy of the Hong Kong Permanent Identity Card/Hong Kong Identity Card by following the on-screen instructions;
  16. Click "Confirm" to submit the amendment application. An on-screen notification will be displayed to acknowledge receipt of the application and provide a reference number for future enquiry;
  17. Click "Save" or "Print" to retain a copy of the registration information and reference number.

Note 1: If a registrant has previously amended the contact telephone number in his/her registration record and has received the notification on successful amendment, the system will use his/her latest registration record for identity authentication.

If a registrant has previously applied to change the SVF account for receiving/using consumption vouchers through the CVS Secretariat or the dedicated portal and has received the notification on successful amendment, the system will use his/her latest registration record for identity authentication.

Note 2: If a registrant has previously amended the name and/or contact telephone number in his/her registration record and has received the notification on successful amendment, the system will display his/her latest registration record.

If a registrant has previously applied to change the SVF account for receiving/using consumption vouchers through the CVS Secretariat or the dedicated portal and has received the notification on successful amendment, the system will display his/her latest registration record.

Note 3: Please provide an SMS-enabled local mobile phone number (please note that there is no restriction that a contact telephone number can only be used for registration once) for receiving notifications from the Government or its contractors regarding the CVS. Otherwise the Government or its contractors may not be able to contact the registrant in a timely manner when processing his/her application or handling other issues related to the CVS, thus affecting the date of disbursement of the voucher.

Note 4: The existing SVF account for receiving the consumption voucher under the 2023 Consumption Voucher Scheme 1st Instalment will not be changed as a result.

Note 5: Supporting documents for proving that a registrant satisfies the requirement of "not having permanently departed from Hong Kong nor having such intention" include MPF records, tax demand notes and proof of residence etc. The relevant document(s) should be issued after the registrant's early withdrawal of MPF or benefits under MPF exempted Occupational Retirement Schemes and within the past three months or still be valid.
