New Registrants

(Unless otherwise specified, "Consumption Voucher Scheme" or "the Scheme" on this page refers to the 2023 Consumption Voucher Scheme 2nd Instalment.)

Eligible persons who are not existing registrants may register through the electronic registration portal on CVS website or by visiting any of the temporary service centres during the registration period (5 to 27 June 2023).

Each eligible person may only register once and select his/her preferred stored value facility ("SVF") account for receiving and using the consumption vouchers. Each SVF account may only be used for registration once under the 2023 Consumption Voucher Scheme. New eligible registrants will be disbursed with consumption vouchers of a total value of $5,000 or $2,500 in two separate vouchers depending on their eligibility. Please note that in general change of selected SVF and SVF account is not allowed after successful registration.

If registrants have submitted a valid claim request under the Mandatory Provident Fund ("MPF") legislation for early withdrawal of their MPF or benefits under MPF exempted Occupational Retirement Schemes before reaching the age of 65 on the ground of "permanent departure from Hong Kong", but consider themselves still satisfying the requirement of "not having permanently departed from Hong Kong nor having such intention" under the 2023 Consumption Voucher Scheme 2nd Instalment, they should upload relevant supporting documents after making the relevant declaration.

During verification of a registrant's eligibility, he/she may be selected for additional checks on whether he/she satisfies the requirement of "not having been continuously absent from Hong Kong for the 36 months immediately before eligibility date". Upon receipt of an SMS notification sent by the Secretariat or its contractor via designated telephone numbers, selected registrants have to provide documents to prove that they satisfy the relevant requirement. As it takes time for the verification process, the disbursement of consumption voucher(s) for some selected registrants may be affected.

Temporary Service Centres

People may also visit any of the temporary service centres and submit electronic registration with the assistance of the centre staff. To avoid waiting, people may make an appointment with the service centre in advance by calling the CVS hotline 18 5000.
