Below are some examples illustrating the arrangements for people to collect and use the consumption vouchers in different scenarios.
1. I have chosen to receive consumption vouchers under Phase II through Octopus card. How should I collect the first consumption voucher if the stored value of the Octopus card has reached its limit on the day when the first voucher is disbursed (i.e. 7 August 2022 under normal circumstances)?
Under the Scheme, the collection deadline for all consumption vouchers disbursed through Octopus card is 30 September 2023. People may collect the total value of the consumption vouchers disbursed (by tapping the card/pressing the key) through designated channels before the collection deadline. Since Octopus card has a stored value limit (in general $3,000 at present), the card holder may first use the stored value in his/her card if it has reached its limit. The card holder may then collect the consumption vouchers that have been disbursed but not yet collected (including vouchers disbursed in previous Consumption Voucher Schemes, if applicable [Note 1]) when the balance of the stored value is below the limit. Depending on the amount of the stored value in their Octopus card, people may collect (by tapping the card/pressing the key) the consumption vouchers disbursed in each instalment several times separately within the collection period.
Note 1: The collection deadlines for consumption vouchers disbursed through Octopus cards under 2021 Consumption Voucher Scheme and 2022 (Phase I) Consumption Voucher Scheme are 30 September 2022 and 31 December 2022 respectively.
2. I have chosen to receive the consumption vouchers in Phase II through Octopus card. Do I need to fully collect (by tapping the card/pressing the key) the total value of all consumption vouchers disbursed in previous Consumption Voucher Schemes on or before the first voucher disbursement date (i.e. 7 August 2022 under normal circumstances) in order to be disbursed with the consumption vouchers under Phase II?
Whether people have fully collected the total value of all consumption vouchers disbursed in previous Consumption Voucher Schemes does not affect the Government's arrangement for disbursing consumption vouchers to them under 2022 (Phase II) Consumption Voucher Scheme.
3. I am disbursed with consumption vouchers of a total value of $5,000 ($10,000) in Phase II and have chosen to receive the vouchers through Octopus card. If my first consumption voucher is disbursed on 7 August 2022 and I have not fully collected the total value of the first two (three) vouchers by 30 November 2022 (31 January 2023), will it affect the time for receiving the last $1,000 voucher?
People who fulfil the requirement of having their cumulative total "eligible spending" reached $4,000 ($9,000) within the specified period will be disbursed with the last $1,000 voucher. Provided that their cumulative total "eligible spending" has reached $4,000 ($9,000) by 30 November 2022 (31 January 2023), they will receive the last $1,000 voucher on 16 December 2022 (16 February 2023) even if they have not fully collected (by tapping the card/pressing the key) the total value of the consumption vouchers disbursed.
On the other hand, the collection deadline for all consumption vouchers disbursed under the Scheme through Octopus cards is 30 September 2023 [Note 2]. Registrants who fail to collect (by tapping the card/pressing the key) the full value of consumption vouchers disbursed before the collection deadline will be deemed to have relinquished the remaining value.
Note 2: The collection deadlines for consumption vouchers disbursed through Octopus cards under 2021 Consumption Voucher Scheme and 2022 (Phase I) Consumption Voucher Scheme are 30 September 2022 and 31 December 2022 respectively.
4. I was disbursed with $5,000 consumption vouchers under 2022 (Phase I) Consumption Voucher Scheme and am also disbursed with consumption vouchers of total value of $5,000 by installment under Phase II. I have chosen to receive the consumption vouchers through the same Octopus card in both phases. If my cumulative total "eligible spending" in Phase I is still less than $4,000 when the first voucher under Phase II is disbursed on 7 August 2022, how will the "eligible spending" from 7 August 2022 onwards be counted?
If a person uses the same Octopus card to receive the consumption vouchers in Phase I and Phase II, and his/her cumulative total "eligible spending" under the Consumption Voucher Scheme has not reached $4,000 as at 6 August 2022, his/her "eligible spending" from 7 August 2022 onwards will first be counted towards his/her cumulative total "eligible spending" in Phase I until it has reached $4,000. When the cumulative total "eligible spending" in Phase I has reached $4,000, the subsequent "eligible spending" will be counted as his/her cumulative total "eligible spending" in Phase II. All "eligible spending" starting from 1 November 2022 [Note 3]] will be counted as his/her cumulative total "eligible spending" in Phase II, irrespective of whether his/her cumulative total "eligible spending" in Phase I has reached $4,000.
Note 3: 31 October 2022 is the deadline for cumulating the "eligible spending" in Phase I.
5. I am disbursed with consumption vouchers of a total value of $5,000 ($10,000) in Phase II and have chosen to receive the vouchers through Octopus card. If my first consumption voucher is disbursed on 7 August 2022, and my cumulative total "eligible spending" has just reached $4,000 ($9,000) as at 1 December 2022 (1 February 2023). What is the earliest date on which I can be disbursed with the last $1,000 voucher?
According to the disbursement timetable (click here), people whose cumulative total "eligible spending" has reached $4,000 ($9,000) during the period between 7 August 2022 and 31 December 2022 (28 February 2023) or before will be disbursed with the last $1,000 voucher on 16 January 2023 (16 March 2023).
6. I am disbursed with consumption vouchers of a total value of $5,000 ($10,000) in Phase II and have chosen to receive the vouchers through Octopus card. If my first consumption voucher is disbursed on 7 August 2022, and my cumulative total "eligible spending" has just reached $4,000 ($9,000) as at 1 April 2023 (1 June 2023). What is the earliest date on which I can be disbursed the last $1,000 voucher?
As your cumulative total "eligible spending" within the specified period (i.e. between 7 August 2022 and 31 March 2023 (31 May 2023)) has not reached $4,000 ($9,000), you will not be disbursed with the last $1,000 voucher.
7. I am disbursed with consumption vouchers of a total value of $5,000 ($10,000) in Phase II and have chosen to receive the vouchers through AlipayHK/BoC Pay/PayMe from HSBC/Tap & Go/WeChat Pay HK. When will the latest time for me to use all the consumption vouchers under different instalments if my first voucher is disbursed on 7 August 2022?
All consumption vouchers disbursed through AlipayHK/BoC Pay/PayMe from HSBC/Tap & Go/WeChat Pay HK, regardless of installments, will expire on 28 February 2023 (for consumption vouchers with total value of $5,000 disbursed) or 30 April 2023 (for consumption vouchers with total value of $10,000 disbursed) if the first voucher is disbursed on 7 August 2022. Unspent balance of the consumption vouchers will expire automatically after the validity period.
8. I am disbursed with consumption vouchers of a total value of $5,000 ($10,000) in Phase II and have chosen to receive the vouchers through AlipayHK/BoC Pay/PayMe from HSBC/Tap & Go/WeChat Pay HK. What should I do if my first consumption voucher is disbursed on 7 August 2022 and I fail to use up the full value of the consumption vouchers disbursed within their validity period?
Unspent balance of the consumption vouchers will expire automatically after 28 February 2023 (for consumption vouchers with total value of $5,000 disbursed) or 30 April 2023 (for consumption vouchers with total value of $10,000 disbursed).
9. I have chosen to receive the consumption vouchers through Octopus card. When will be the latest time for me to use the consumption vouchers received in each instalment?
As the consumption vouchers disbursed through Octopus card will be deposited as stored value into the Octopus card after being collected by the registrant through designated channels, there is no so-called validity period. However, if a registrant's cumulative total "eligible spending" has not reached $4,000 (for those disbursed with consumption vouchers of a total value of $5,000) or $9,000 (for those disbursed with consumption vouchers of a total value of $10,000) within the specified period, he/she will not be disbursed with the last $1,000 voucher.
