(Unless otherwise specified, "Consumption Voucher Scheme" or "the Scheme" on this page refers to the 2023 Consumption Voucher Scheme 2^nd Instalment.)

Below are some examples illustrating the arrangements for people to collect and use the consumption vouchers in different scenarios.

1. I have chosen to receive the 2^nd-instalment vouchers through Octopus card. How should I collect the consumption voucher if the stored value of the Octopus card has reached its limit on the day when the 2^nd-instalment voucher is disbursed (i.e. 16 July 2023 under normal circumstances)?

   Under the 2023 Consumption Voucher Scheme 2^nd Instalment, the deadline for collection of consumption vouchers disbursed on or after 16 July 2023 through Octopus is 30 June 2024. People may collect the total value of the consumption vouchers disbursed (by tapping the card/pressing the key) through designated channels before the collection deadline. Since Octopus card has a stored value limit (in general $3,000 at present), the card holder may first use the stored value in his/her card if it has reached its limit. The card holder may then collect the consumption vouchers that have been disbursed but not yet collected (including vouchers disbursed in previous Consumption Voucher Schemes, if applicable ^{[Note 1]}) when the balance of the stored value is below the limit. Depending on the amount of the stored value in their Octopus card, people may collect (by tapping the card/pressing the key) the consumption vouchers disbursed in each instalment multiple times separately within the collection period.

   Note 1: The collection deadline for consumption vouchers disbursed through Octopus cards under 2022 (Phase II) Consumption Voucher Scheme and 2023 Consumption Voucher Scheme 1^st Instalment is 30 September 2023.

2. I have chosen to receive the consumption vouchers through Octopus card. Do I need to fully collect (by tapping the card/pressing the key) the total value of all consumption vouchers disbursed in previous Consumption Voucher Schemes on or before the disbursement date of the 2^nd-instalment voucher (i.e. 16 July 2023 under normal circumstances) in order to be disbursed with the 2^nd-instalment voucher from 16 July onwards?

   Whether people have fully collected all the consumption vouchers disbursed under the previous Consumption Voucher Schemes will not affect the Government's arrangement for disbursing consumption vouchers to them under the 2023 Consumption Voucher Scheme 2^nd Instalment on or after 16 July 2023.

3. I was disbursed with 1^st-instalment consumption voucher of $3,000 on 16 April 2023 and will continue to receive the 2^nd-instalment voucher through Octopus card. If I have not fully collected the total value of $3,000, will it affect the time for receiving the 2^nd-instalment voucher of $2,000

   For eligible people who were disbursed with the 1^st-instalment voucher ($3,000 or $1,500) on 16 April 2023, provided that their cumulative total "eligible spending" has reached the value of the 1^st-instalment voucher by June to October, they will be disbursed with the 2^nd-instalment voucher ($2,000 or $1,000) on the 16^th of the following month. If their cumulative total "eligible spending" has reached the target by 30 June 2023, even they have not fully collected the total value of the consumption voucher disbursed, they will be disbursed with the 2^nd-instalment.voucher ($2,000 or $1,000) on 16 July 2023.

   It should be noted that the collection deadline for all consumption vouchers disbursed on 16 April 2023 under the 2023 Consumption Voucher Scheme 1^st Instalment through Octopus cards is 30 September 2023. Registrants who fail to collect (by tapping the card/pressing the key) the full value of consumption vouchers disbursed before the collection deadline will be deemed to have relinquished the remaining value.

4. I was disbursed with 1^st-instalment consumption voucher of $3,000 on 16 April 2023 and will continue to receive the 2^nd-instalment voucher through Octopus card. If my cumulative total "eligible spending" has just reached $3,000 as at 1 July 2023, what is the earliest date on which I can be disbursed with the 2^nd-instalment voucher of $2,000 voucher?

   According to the disbursement timetable (click here), people whose cumulative total "eligible spending" has reached the value of the 1^st-instalment voucher ($3,000 or $1,500) disbursed on 16 April on or before 31 July 2023 will be disbursed with the last voucher ($2,000 or $1,000) on 16 August 2023.

5. I was disbursed with 1^st-instalment consumption voucher of $3,000 on 16 April 2023 and will continue to receive the 2^nd-instalment voucher through Octopus card. If my cumulative total "eligible spending" has just reached $3,000 as at 1 November 2023, what is the earliest date on which I can be disbursed with the 2^nd-instalment voucher of $2,000?

   For eligible people who received the 1^st-instalment voucher ($3,000 or $1,500) on 16 April 2023, if their cumulative total "eligible spending" has not reached the value of the 1^st-instalment voucher disbursed within the specified period (i.e. by 31 October 2023), he/she will not be disbursed with the 2^nd-instalment voucher ($2,000 or $1,000).

6. I am a new registrant and have chosen to receive the first voucher of $3,000 disbursed on 16 July 2023 through Octopus card. If I have not fully collected the total value of $3,000 as at 30 September 2023, will it affect the time for receiving the second voucher of $2,000?

   For new eligible registrants who will receive the first voucher ($3,000 or $1,500) on 16 July 2023, provided that their cumulative total "eligible spending" has reached the value of the first voucher by September 2023 to January 2024, they will be disbursed with the second voucher ($2,000 or $1,000) on the 16^th of the following month. If their cumulative total "eligible spending" has reached the target by 30 September 2023, even they have not fully collected the total value of the consumption voucher disbursed, they will be disbursed with the second voucher ($2,000 or $1,000) on 16 October 2023.

7. I am a new registrant and have chosen to receive the first voucher of $3,000 disbursed on 16 July 2023 through Octopus card. If my cumulative total "eligible spending" has just reached the value of $3,000 as at 1 October 2023, what is the earliest date on which I can be disbursed with the second voucher of $2,000?

   According to the disbursement timetable (click here), new eligible registrants whose cumulative total "eligible spending" has reached the value of the first voucher ($3,000 or $1,500) disbursed on 16 July 2023 on or before 31 October 2023 will be disbursed with the second voucher ($2,000 or $1,000) on 16 November 2023.

8. I am a new registrant and have chosen to receive the first voucher of $3,000 disbursed on 16 July 2023 through Octopus card. If my cumulative total "eligible spending" has just reached the value of $3,000 as at 1 February 2024, what is the earliest date on which I can be disbursed with the second voucher of $2,000?

   If the cumulative total "eligible spending" of the new eligible registrants who are disbursed with the first voucher ($3,000 or $1,500) on 16 July has not reached the value of the first voucher disbursed within the specified period (i.e. by 31 January 2024), he/she will not be disbursed with the second voucher ($2,000 or $1,000).

9. I have chosen to receive the consumption vouchers through Octopus card. When will be the latest time for me to use the consumption vouchers received?

   As the consumption vouchers disbursed through Octopus will be deposited as stored value into the Octopus card after being collected by the registrant through designated channels, there is no so called validity period. However, if the cumulative total "eligible spending" of an eligible registrant who has chosen to collect all the vouchers under 2023 Consumption Voucher Scheme through Octopus is less than the value of the 1^st-instalment voucher / first voucher disbursed ($3,000 or $1,500) within the specified period, he/she will not be disbursed with the 2^nd-instalment voucher / second voucher ($2,000 or $1,000).

10. I am an existing registrant and have chosen to receive the 2^nd-instalment voucher of $2,000 through AlipayHK/BoC Pay/PayMe from HSBC/Tap & Go/WeChat Pay HK on 16 July 2023. When will be the latest time for me to use the said consumption voucher?

    The 2^nd-instalment voucher disbursed on 16 July ($2,000 or $1,000) through AlipayHK, BoC Pay, PayMe from HSBC, Tap & Go and WeChat Pay HK will expire on 29 February 2024. The unspent balance of the vouchers will expire automatically after the validity period.

11. I am a new registrant and have chosen to receive the first voucher of $3,000 and the second voucher of $2,000 disbursed on 16 July and 16 October respectively through AlipayHK/BoC Pay/PayMe from HSBC/Tap & Go/WeChat Pay HK. When will be the latest time for me to use the said consumption vouchers?

    The first voucher disbursed on 16 July ($3,000 or $1,500) and the second voucher disbursed on 16 October ($2,000 or $1,000) through AlipayHK, BoC Pay, PayMe from HSBC, Tap & Go and WeChat Pay HK will both expire on 29 February 2024. The unspent balance of the vouchers will expire automatically after the validity period.

12. I am a new registrant. Can I switch to another stored value facility ("SVF") for receiving the second voucher after my first voucher is disbursed?

    New eligible registrants can only receive all consumption vouchers disbursed under the 2^nd- Instalment through the same SVF. They are not allowed to switch to another SVF for receiving consumption vouchers in the midst of the Scheme.
