The 2023 Consumption Voucher Scheme

The 2023-24 Budget announced the implementation of the 2023 CVS under which consumption vouchers with a total value of $5,000 or $2,500 will be disbursed to each eligible people by instalments. The first-instalment voucher of $3,000 or $1,500 will be disbursed on 16 April to eligible people using the registration information of the 2022 CVS. The remaining value will be disbursed from 16 July onwards to those eligible people who meet the eligibility criteria of 2023 CVS (the relevant eligibility criteria will be announced later).

Voucher Value

Eligible people who have successfully registered under the 2022 CVS will receive the first-instalment voucher on 16 April. Depending on the category of residency status which the person belongs to, the value of vouchers to be disbursed will be different. Details are as follows:

Procedure and Timetable

In general, people who have successfully registered under the 2022 CVS will receive the consumption voucher directly through the registered stored value facility ("SVF") accounts on 16 April 2023. The relevant people will receive SMS notifications or mobile app push notifications on the disbursement day. There is no need to register afresh.

People Who Received Consumption Vouchers of 2022 CVS via the Accounts of AlipayHK, BoC Pay, PayMe from HSBC, Tap & Go or WeChat Pay HK

The relevant people will receive the first-instalment voucher of $3,000 or $1,500 through the SVF account registered under 2022 CVS on 16 April 2023. The vouchers will be valid until 31 October 2023. If the relevant registrants meet the eligibility criteria of 2023 CVS (the relevant eligibility criteria will be announced later), they will receive the second-instalment voucher of $2,000 or $1,000 on 16 July 2023. The second-instalment vouchers will be valid until 29 February 2024.

People Who Received the Consumption Vouchers of the 2022 CVS via Octopus

The relevant people can collect the first-instalment voucher of $3,000 or $1,500 through the designated channels (click here) after disbursement on 16 April 2023 by tapping their Octopus cards registered under 2022 CVS. If the cumulative total "eligible spending" (click here) has reached no less than $3,000 or $1,500 by the specified date, and the eligibility criteria of 2023 CVS (the relevant eligibility criteria will be announced later) are also met, they will be disbursed with the second-instalment voucher of $2,000 or $1,000 according to the following timetable from 16 July 2023 onwards.

Note: The target cumulative total "eligible spending" to be reached by the people is the value of first-instalment voucher disbursed to them

Since Octopus has a stored value limit (in general $3,000 at present), people may tap their card for more than once to collect the disbursed first-instalment voucher by the collection deadline (30 September 2023) according to the stored value in the card.

Disbursement, Collection and Usage of Consumption Vouchers

The disbursement, collection (only applicable to Octopus card) and usage as well as the coverage of the vouchers under 2023 CVS are the same as the arrangements under 2022 (Phase II) CVS. People can visit the relevant webpage (click here) for the necessary information.

Handling of Invalidated or Lost SVF Accounts

If people have already removed the mobile app or cancelled the SVF accounts used for collecting the 2022 consumption vouchers, they can try to reinstall the relevant mobile app or reactivate their old account. People may obtain the relevant information by clicking the hyperlinks below or calling the SVF operators:

If an eligible person has confirmed that the SVF account registered under the 2022 CVS has become invalid (including that the registered Octopus card has been lost/returned), he/she should submit application for amending his/her SVF account registration record through the following channels as soon as possible. We will follow up with the relevant SVF operators to arrange for re-disbursement of the first-instalment voucher as soon as possible, and the disbursement date will be notified separately.

(a) Amend Registered Account through the Designated Website

If people using AlipayHK, BoC Pay, PayMe from HSBC, Tap & Go or WeChat Pay HK to collect the consumption vouchers need to amend their account information, they can amend their registration record through the designated website click here to use another account under the same SVF to collect the first voucher disbursed under 2023 CVS.

If people have lost/returned their Octopus card registered under 2022 CVS or their relevant Octopus card has become malfunctioned, they can amend their registration record through the designated website click here to use another Octopus card to collect the first-instalment voucher disbursed under 2023 CVS. The old Octopus card will be invalidated.

(b) Special Arrangements for JoyYou Card Holders

JoyYou card holders who have registered under 2022 CVS using Octopus may continue to use the registered Octopus card to receive the voucher if their registered Octopus card is still valid. They do not need to register afresh or change to another Octopus card (including JoyYou card) to receive the first-instalment voucher disbursed under 2023 CVS. If JoyYou card users have returned their Octopus card registered under 2022 CVS, they can call the Octopus hotline at 2969 5588 to amend their registration record. After the amendment, the old Octopus card will be invalidated.

(c) Paper Form

People may call the CVS Hotline at 185000 to obtain the "Application Form for Amendment of Registration Information" and send the completed and signed form, together with a copy of the valid Hong Kong Identity Card, to the "Consumption Voucher Scheme Secretariat, GPO P.O. Box 185000, Hong Kong" by post. No postage stamp is required if posted in Hong Kong (postage will be paid by the Government).

Please note that people must use the same SVF registered under 2022 CVS to receive the first-instalment voucher under 2023 CVS. Change of SVF is not allowed. The same SVF account cannot be used for registration by more than one registrant for receiving consumption vouchers.
