Below are some examples illustrating the arrangements for registrants to collect and use the consumption vouchers in different scenarios.
1. How and when should a person register if he/she wishes to receive consumption vouchers as early as possible?
Registrants should register electronically through the Scheme website within the first two weeks of the registration period (i.e. from 4 to 17 July 2021). All registrants who complete electronic registration during that period (registrants who need to upload a copy of their identity cards for authentication should get it done according to the notification received) will in general have the first consumption vouchers disbursed to their designated stored value facility (“SVF”) account on 1 August 2021 simultaneously upon verification of their eligibility.

All eligible persons who submit paper registration form together with a copy of their Hong Kong identity cards during the registration period will in general receive the first consumption vouchers on 1 September 2021 simultaneously.

3. When should a person register if he/she was born on 4 July 2003 (i.e. reaching the age of 18 within the registration period)?
According to the eligibility criteria of the Consumption Voucher Scheme, registrant should be aged 18 or above on or before 18 June 2021. Hence, those who were born on or after 19 June 2003 are not eligible for registration under the Scheme.
4. What is the earliest date that a person can receive the first consumption voucher if he/she registers electronically on 1 August 2021 (i.e. between the third and the sixth week of the registration period)?
All eligible persons who submit electronic registration between the third and the sixth week of the registration period (i.e. between 18 July and 14 August 2021) (those who need to upload a copy of their identity cards for authentication should get it done by 16 August 2021 according to the notification received to complete registration) will in general have the first consumption voucher disbursed to their designated SVF account on 1 September 2021 simultaneously.
5. Suppose a person who chose to receive consumption vouchers through Octopus card has completed electronic registration on 4 July 2021 (i.e. within the first two weeks of the registration period). How should he/she collect the first consumption voucher if the stored value of his/her Octopus card has reached its limit on the day the first voucher is disbursed for collection (i.e. 1 August 2021)?
For registrants who choose to receive consumption vouchers through Octopus card, regardless of the disbursement batch or instalment, collection should be made by tapping the card at designated channels by 30 September 2022 (Note: The Government announced on 26 October 2021 that the deadline for collecting voucher by batches and instalments using Octopus cards has all been extended from three months after the disbursement date to 30 September 2022). If the stored value of an Octopus card has reached its limit (in general $3,000 at present), the cardholder may first use the stored value of his/her card for payment and then tap the card to collect the consumption voucher disbursed when the balance of the stored value is below the limit. He/she may, having regard to the stored value of his/her Octopus card, collect the voucher disbursed several times separately within the collection period, until the total value of consumption vouchers disbursed has been collected.
6. Suppose a person who chose to receive consumption vouchers through Octopus card has completed electronic registration on 4 July 2021 (within the first two weeks of the registration period), and the first consumption voucher has been disbursed to him/her on 1 August 2021. Will the time for receiving the third consumption voucher be affected if he/she fails to fully collect the amount of first consumption voucher by 30 November 2021?
Since the third consumption voucher will be disbursed to a registrant if his/her cumulative total "eligible spending" has reached $4,000 within a specified period, the third $1,000 consumption voucher will be disbursed on 16 December 2021 if his/her cumulative total "eligible spending" has reached $4,000 by 30 November 2021, even he/she has not collected the vouchers disbursed by tapping the card.
On the other hand, all consumption vouchers disbursed by batches and instalments through Octopus cards are available for collection by 30 September 2022 (Note: The Government announced on 26 October 2021 that the deadline for collecting voucher by batches and instalments using Octopus cards has all been extended from three months after the disbursement date to 30 September 2022). Registrants who fail to collect the full value of consumption vouchers disbursed before the collection deadline (by tapping their cards) will be deemed to have relinquished the remaining value.
7. Suppose a person who chose to receive consumption vouchers through Octopus card has completed electronic registration on 4 July 2021 (within the first two weeks of the registration period), and the first consumption voucher has been disbursed to him/her on 1 August 2021. What is the earliest date he/she can receive the third consumption voucher if his/her cumulative total “eligible spending” has just reached $4,000 as at 1 December 2021?
A registrant whose cumulative total "eligible spending" has reached $4,000 within seven months from the disbursement date of first consumption voucher will receive the third consumption voucher.
According to the disbursement timetable (click here for details), a registrant whose cumulative total "eligible spending" has reached $4,000 during the period between 1 August and 31 December 2021 or before will receive the third $1,000 consumption voucher on 16 January 2022.
8. Suppose a person who chose to receive consumption vouchers through Octopus card has submitted a paper registration form on 4 July 2021 (within the registration period), and the first consumption voucher has been disbursed to him/her on 1 September 2021. What is the earliest date he/she can receive the third consumption voucher if his/her cumulative total “eligible spending” has just reached $4,000 on 1 April 2022?
As the registrant's cumulative total "eligible spending" has not reached $4,000 within seven months from the disbursement date of first consumption voucher (i.e. from 1 September 2021 to 31 March 2022), he/she will not receive the third $1,000 consumption voucher.
9. Suppose a person who chose to receive consumption vouchers through AlipayHK, Tap & Go or WeChat Pay HK has completed electronic registration on 1 August 2021 (between the third and the sixth week of the registration period), and the first consumption voucher has been disbursed to him/her on 1 September 2021. By when should he/she finish using the first and second consumption vouchers?
The first consumption voucher is valid for five months and the voucher disbursed on 1 September 2021 will expire on 31 January 2022. The second consumption voucher will be disbursed on 1 November and is valid for three months. In other words, the expiry date of both consumption vouchers is 31 January 2022.
10. Suppose a person who chose to receive consumption vouchers through AlipayHK, Tap & Go or WeChat Pay HK has completed electronic registration on 4 July 2021 (within the first two weeks of the registration period), and the first consumption voucher has been disbursed to him/her on 1 August 2021. What should be done if he/she has failed to use up the full value of the consumption vouchers within their validity period (i.e. on or before 31 December 2021)?
Unspent balance of the consumption vouchers will expire after 31 December 2021.
11. If a person chooses to receive consumption vouchers through Octopus card, by when should he/she use the consumption vouchers received in each instalment?
As the consumption vouchers will be deposited into the Octopus cards as stored value, there is no so called validity period. However, if the cumulative total "eligible spending" of a registrant within seven months from the disbursement date of the first consumption voucher has not reached $4,000, he/she will not receive the third $1,000 consumption voucher.
